Any person interested in having the Task Force consider any proposed legislation pertaining to the restructuring of the electric utility industry at the meeting must provide a copy of the proposal to Task Force staff by December 30, 2002. The Task Force staff will then advise the requestor, prior to the meeting, whether the proposal will be included on the agenda. This requirement does not apply to proposals identified by the Chairman at the December 12 meeting.

Interested persons may comment on the approach the Task Force should take in monitoring stranded cost recovery. Comments should address (i) the appropriate entity to convene deliberations, (ii) who should participate in such deliberations, and (iii) the objectives of the deliberations, such as defining stranded costs and developing a formula or methodology. Comments will be strictly limited to 3 minutes.
